In order to stimulate rapid economic growth of the country, particularly through industrialization, the government has adopted an ‘Open Door Policy’ to attract foreign investment to Bangladesh. The Bangladesh Export Processing Zones Authority (BEPZA) is the official organ of the government to promote, attract and facilitate foreign investment in the EPZs. Besides, BEPZA as the competent Authority performs inspection & supervision of the compliances of the enterprises related to social & environmental issues, safety & security at work place in order to maintain harmonious labor-management & industrial relations in EPZs. The primary objective of an EPZ is to provide special areas where potential investors would find a congenial investment climate free from cumbersome procedures.
Subsequently, to enhance employment opportunity and socio-economic condition of the country the Honorable Prime Minister and Chairperson of BEPZA Board of Governors has given her consent on 28 December, 2016 to BEPZA to establish a “BEPZA Economic Zone” in 1150 acres of land at MirsaraiUpazila, Chittagong District, Bangladesh. In this context, a Memorandum of Understanding (MoU) has been signed on May 18, 2017 between Bangladesh Economic Zone Authority (BEZA) and Bangladesh Export Processing Zones Authority (BEPZA).
TheConsultantwillundertakethereviewingofpreviousstudyreports,carryoutsurveyingandinvestigatetheprojectsitesphysically,performing theanalysisanddesigntaskassignment.The scopeofservicesofthis projectcanbeclearlystated asfollows: The Consulting Firm should Follow National and International rules and guidelines for the preparation of the Master Plan and for providing utility service (Water, Gas, Electricity Line, Road, Drain, Footpath Canal, Industrial Plots, and Waste Disposal etc.). The Consulting Firm should follow/consult Field / Topographical survey data, Historical flood records, Suitable communication linking Roads to provide Mean sea level, Land Development Level, Reduce Level (RL) for utility service i,e. road, drain, footpath, canal, and filling level for the proposed “BEPZA ECONOMIC ZONE” project. Master Plan should accommodate water, gas, and electricity line and others utility line like Internet Line, Cable TV Line, Effluent Collection Network, Sewer Network, Steam Distribution Line, C.C Camera, Surveillance System etc. separately. The Consulting Firm should demonstrate their evidence of following National and International rules and guidelines in preparing the Master Plan. The Master Plan should include Disaster Management Plan.
