Description of the Project:
The GoB seeks to engage a qualified firm (hereafter referred to as the Consultant) for designing and supervising the execution of infrastructure (works) contracts under the Sustainable Coastal and Marine Fisheries Project (SCMFP). The objectives of the Consulting Services (the Services), which are to be performed in two phases, are as follows:
Phase 1: Preparation of detailed engineering design of various infrastructure facilities, preparation of bidding documents & providing inputs during the bidding process, valuation of bids, and award of related works contracts; and
Phase 2: Construction supervision & management of works.
Services Provided:
The consultancy services comprise the planning, detailed design, engineering analysis, procurement support, construction supervision, rehabilitation, modernization, installation, and commissioning of a wide range of fisheries, aquaculture, water resources, and supporting infrastructure facilities across Bangladesh.
The scope broadly includes:
- Construction and modernization of fisheries infrastructure, including fish health diagnostic laboratories, PCR laboratories, fish quarantine laboratories, marine fisheries surveillance checkpoints, shrimp hatcheries, fish landing stations, fish markets, auction centers, fisheries offices, and demonstration centers.
- Design and supervision of water resources and hydraulic works, including rehabilitation of canals, reconstruction of embankments and peripheral dykes, excavation of drainage systems, construction and rehabilitation of sluice gates, desilting, sheet piling, and associated hydraulic analyses.
- Development of aquaculture and shrimp estate facilities, including farm offices, storehouses, guard sheds, utilities, watch towers, internal roads, fencing, plantation works, and supporting infrastructure.
- Mechanical, electrical, and utility infrastructure development, including electrical substations, water treatment plants, effluent treatment plants (ETP), deep tubewells, fire-fighting systems, fire-fighting simulators, generators, solar power systems, CCTV installations, and compound electrification.
- Rehabilitation and modernization of existing government and fisheries facilities, including the Department of Fisheries Headquarters, Ministry of Fisheries and Livestock (MoFL) Office, BFDC Fish Harbor, post-harvest service centers, and associated infrastructure.
- Preparation of detailed engineering designs and business plans, including architectural and structural design, interior design with 3D visualization, hydraulic and geotechnical analyses, market studies, local business assessments, and detailed design for a modern fish processing factory.
- Procurement, installation, testing, commissioning, and operationalization of specialized equipment and facilities, including pontoon checkpoints, forklifts, fire-fighting systems, and other operational assets.
Overall, the assignment integrates architectural, structural, hydraulic, geotechnical, electrical, mechanical, environmental, and construction management services to support the sustainable development of Bangladesh’s fisheries and aquaculture sector.
