Project of Description:

The GoB seeks to engage a qualified firm (hereafter referred to as the Consultant) for designing and supervising execution of infrastructure (works) contracts under the Sustainable Coastal and Marine Fisheries Project (SCMFP). The objectives of the Consulting Services (the Services) which are to be performed in two phases are as follows:

  1. Phase 1: Preparation of detailed engineering design of various infrastructure facilities, preparation of bidding documents & providing inputs during bidding process, 􅑸valuation of bids and award of related works contracts; and

Phase 2: Construction supervision & management of works.

Services Provided:

  1. The finalization of the draft future port master plan for the rehabilitation of the fishing port complex (Existing BFDC) in Chittagong including dredging and sheet pile remediation, and final design of new port structures, including a 8 (eight) storied office building to house the entire Department of Fisheries (Divisional Fisheries Office, Marine Fisheries Survey Management Unit, Fish Inspect Quality Control (FIQC) office with separate entrance and exit for FIQC office) in 1 (one) acre land, accommodation units for visiting staff, additional service buildings, fish handling hall and all ancillary infrastructure, including liquid waste treatment;
  2. Fish Landing Centre designs, including fish handling hall with ice machine to be constructed on land and/or on piles over water in 17 (seventeen) sites along the Bangladeshi coastline and 1 (one) in existing BFDC harbor in Chattogram which has been mentioned in serial number 1;
  3. A stand-alone standard hygiene block design, complete with water bore well and liquid waste treatment to be replicated at 41 market sites. Among these, the basic rehabilitation for value chain improvement in 12 Post Harvest Service Centre (PHSC), advanced rehabilitation in 6 PHSC, standard service blocks in 23 PHSC;
  4. A multi-storied (3 floors) marine-fisheries coastal surveillance check-post design to be replicated at 16 sites along the Bangladeshi coastline;
  5. A surveillance post floating pontoon access jetty design to be replicated at the above 16 sites along the Bangladeshi coastline to allow round-the-clock operations;
  6. The twelve basic and six advanced refurbishment of existing inland aquaculture seafood handling halls (known locally as Service Centres), including all equipment;
  7. A new-build Service Centre including all equipment to be replicated at 5 (five) inland aquaculture sites.
  8. A Fish Health Diagnostic Laboratory (FHDL) to be replicated at 3 (three) sites;
  9. A Reference Fish Quarantine Laboratory (FQL);
  10. A Fish Quarantine Laboratory (FQL) to be replicated at 3 (three) sites;
  11. Renovation and modernization of 3 (three) PCR Laboratories;
  12. SPF BTS (Shrimp) Brood Management Center (BMC);
  13. A Seabass/Mullet development and demonstration centre;
  14. Rehabilitation of 500 ha of canal for scaling-up cluster farming;
